Biological inputs in Paraguay

Regulation, local manufacturing and the development of a new agricultural market

Biological inputs are not a single category or a simple replacement for agrochemicals. Paraguay already regulates biological control products, biofertilizers and inoculants, while SENAVE is working in 2026 to strengthen a specific framework and local industry is expanding capacity.

The main conclusion

Paraguay already has regulatory routes for biological inputs, but public information does not show a single legal category covering the entire market. In 2026, SENAVE reorganized a working group on biological input management and is developing a project to improve regulation of microbial biopesticides. Meanwhile, local manufacturers such as Tecnomyl are expanding capacity, so regulation and industrial investment are progressing in parallel.

01 · WHAT COUNTS AS BIOINPUTS?

Biological inputs include crop protection, nutrition and microbial technologies

SENAVE’s Directorate of Agrochemicals and Agricultural Inputs regulates not only plant protection products but also fertilizers, biofertilizers, inoculants and soil amendments. For microbial biological control products, SENAVE also publishes a specific Microbial Biological Control Agent category (ACBM).

In practice, biological inputs therefore do not operate under a single regulatory label. The registration route may depend on the product’s function, microorganism and use. A company’s first step is to identify the correct category with SENAVE.

02 · CURRENT REGULATORY MAP

Rules are already in force, but 2026 is also a year of regulatory reorganization

SENAVE references Resolution 446/06, Annex 6, for ACBM products and Resolution 131/18 for registrations under differentiated treatment. It also maintains specific procedures for registration, renewal, labeling, samples and import/export of fertilizers, biofertilizers, inoculants and soil amendments.

In 2026, Resolution 739/2026 reorganized the Working Group for Biological Input Management. This does not imply that there was no previous regulation; it shows that the regulator is trying to organize and strengthen a field spanning several technical categories.

03 · REGULATORY UPGRADE 2026

SENAVE and Chile’s INIA are working on a more specific framework for biological inputs

In 2026, SENAVE began an assessment with an expert from Chile’s INIA under a South–South cooperation project supported by AGCID and Paraguay’s Ministry of Economy and Finance. Its stated objective is to strengthen regulatory efficiency and control of biological inputs for agricultural use.

The project focuses particularly on a specific framework for the regulation and use of microbial biopesticides and on SENAVE’s technical capabilities. Clearer rules may raise entry requirements, but can also reduce uncertainty for companies able to demonstrate quality, effectiveness and traceability.

04 · LOCAL MANUFACTURING

From 500,000 to 3 million liters: industrial capacity is beginning to scale

Tecnomyl reports that its Biotech unit has 630 m² of laboratory space and 1,433.7 m² of production space. Annual capacity was 500,000 liters in 2025, and the company projects reaching 3 million liters in 2026, approximately six times the capacity.

Installed capacity does not automatically equal realized demand. Sales volumes, plant utilization, product registrations, adoption by farmers and export authorizations must be measured separately. PARAGUAY INSIGHT distinguishes production capacity from actual market size.

05 · WHY IFC IS INVESTING

Financing aims to connect industry, logistics and technology adoption

IFC’s 2026 project includes expansion of the biological products plant in Villeta, a logistics center in Ciudad del Este and related working capital. IFC links the investment to soil health, resilience to drought and high temperatures, productivity and greater local manufacturing capacity.

The industrial case goes beyond replacing a chemical product with a biological one. Research and development, production, logistics, distribution and technical support for farmers must work together for biological inputs to become a scalable industry.

06 · CHEMICALS VS BIOLOGICALS

Integrated solutions, rather than complete substitution, are the more realistic scenario today

Tecnomyl is adding biological products to an existing crop protection business. Its public documents also describe research and development aimed at compatibility between biological solutions, chemical inputs and fertilizers.

Given the available evidence, it is more prudent to view the market as an expansion of integrated solutions tailored to crops, pests, soil and climate, rather than an immediate replacement of the entire conventional agrochemical portfolio.

07 · WHAT INVESTORS SHOULD VERIFY

Seven operating conditions to check before discussing market size

① SENAVE registration category, ② evidence of effectiveness and quality, ③ manufacturing and microbiological control capacity, ④ shelf life and logistics, ⑤ technical support for farmers and agronomists, ⑥ registrations in export markets such as Brazil or Bolivia, and ⑦ repeat sales and actual adoption.

We found insufficient primary statistical evidence consolidating all biological input categories in Paraguay into a single official market size or sales forecast. We therefore do not fill that gap with estimates; we prioritize regulation, capacity, registrations and observable adoption.
