The ueno crisis: recovering deposits and protecting IPS pension resources
From the basics of IPS and receiving a deposit payment to pensions, prices, currencies and other banks: what is known and what still needs checking.

Rent, medicines, salaries and retirement income: the ueno bank crisis makes access to money an immediate concern. Having a balance on a statement is different from being able to use it for a payment today.
On 3 November, the Central Bank of Paraguay (BCP) announced a decision dated 2 November to begin ueno's resolution procedure. This is a legal process for dealing with assets, liabilities and depositor protection. It does not establish the final recovery rate for every creditor or the date on which all assets will be liquidated. [S01]
Five points to understand first
- Personal deposits, pension payments and IPS investments are different. BCP's deposit-payment process and IPS's arrangements for future pensions have different responsibilities and procedures. [S04][S11]
- The advance is part of the guarantee. The announced ceiling of 40 minimum monthly wages must not be added to the guarantee ceiling of 75 wages. Check the calculation for your own balance. [S01][S04]
- A pension-payment plan does not prove that IPS has recovered its investment. IPS has announced arrangements for 17 November; this article has not verified individual credits. [S11]
- Withdrawing everything or converting everything into dollars is not a general recommendation. Separate upcoming bills, limited emergency cash and backup payment methods.
- Possible consequences are not established outcomes. Higher prices, further bank failures, pension cuts and war each require their own evidence.
First: what does IPS do?

IPS has two central roles: healthcare and pension protection. AI-generated illustration. Not a documentary photograph of real people or facilities.
IPSnote 1 stands for Instituto de Previsión Social, Paraguay's public social-insurance institution. It provides healthcare and administers retirement pensions and other benefits, subject to the rules of the applicable scheme. It also operates a healthcare network. [S17]
| Situation | What IPS may provide, subject to eligibility |
|---|---|
| Illness, injury or maternity | Consultations, hospital treatment, medicines and other healthcare |
| Temporary inability to work | Benefits in the circumstances covered by the scheme |
| Retirement | A pension after meeting age, contribution and other requirements |
| Disability or death | Benefits or pensions for an insured person or eligible survivors |
Coverage depends on the affiliation category. A jubilado is a recipient of a retirement pension, rather than simply anyone who has stopped working. [S17][S19]
Under the general scheme, employees contribute 9% of wages and employers 16.5%, for a combined 25.5%. This supports social insurance; it is not all deposited into an individual retirement savings account. Other schemes have different conditions. [S18]
IPS also invests reserves to support future obligations. Some of those resources were placed with ueno. The bank's resolution is not the same event as IPS itself becoming insolvent, but it can affect both IPS investments and the banking route through which beneficiaries receive payments.
| Money you are concerned about | What to check |
|---|---|
| A ueno deposit in your own name | Guarantee eligibility, receiving bank, recognised amount and actual credit |
| Future IPS pensions previously paid through ueno | IPS's bank allocation and payment instructions |
| Money invested by IPS as an institution | IPS's recovery claim and the effect on reserves |
Why did the bank enter resolution?
BCP's stated trigger was a solvency indicatornote 3 falling below half of the legally required minimum after adjustments to the bank's financial statements. This was not an announcement that half of every customer's deposit had disappeared. [S01]
BCP described lending to companies linked to the bank's controlling group. It said it formally notified ueno on 5 June to bring those transactions within legal limits. Additional provisions were required for weaknesses in credit files and the recognition of IT-service expenditure as assets without sufficient support, according to the regulator. [S02]
Capital and liquidity are different. Capital absorbs losses. Liquidity providesnote 4 money to meet payments today. Reducing the value of loans or other assets can weaken capital; deposit outflows can add immediate payment pressure.
BCP also said leaked information accelerated liquidity deterioration. That is the supervisory authority's explanation. Depositors' anxiety alone does not explain whether lending, accounting and supervisory decisions were appropriate; those decisions require documentary scrutiny. [S02]
On 4 November, the Public Prosecutor's Office announced an imputación, a formal accusation at an investigative stage, involving 27 people connected with the bank and related businesses. Alleged lending and money transfers are under investigation. This is not a conviction; individual criminal responsibility remains for the courts to determine. [S03]
How much can a depositor recover?
BCP's 4 November announcement provides for an advance from the Deposit Guarantee Fundnote 2, or FGD, of up to 40 minimum monthly wages. Using the wage equivalent in BCP's guarantee announcement, that ceiling is Gs.121,760,000. The ordinary guarantee ceiling is Gs.228,300,000, equivalent to 75 wages, subject to legal eligibility. [S01][S04]
| Amount | Meaning |
|---|---|
| Advance: up to Gs.121,760,000 | An early payment forming part of the guarantee |
| Guarantee: up to Gs.228,300,000 | The overall legal ceiling for an eligible depositor at one institution |
| Amount above the guarantee | Depends on resolution and recovery; amount and date are not settled |
Opening several accounts at the same bank does not multiply the guarantee. The advance must not be added to the overall ceiling. [S01]
The Senate's explanation of the approved text describes offsettingnote 6 overdue debts against the depositor's total balance. BCP's general notice describes deducting overdue debts from the advance. These descriptions are not interchangeable calculations for every balance. Obtain the applicable statement from BCP or the receiving bank instead of assuming that everyone receives the maximum. The law number is not asserted here: reporting contains differing numbers, and the promulgated original has not been obtained for final reconciliation. [S04][S05][S30]
For illustration, an eligible sole-name deposit of Gs.150,000,000, with no overdue debt to offset, would leave an arithmetic difference of Gs.28,240,000 after a maximum advance of Gs.121,760,000. This is a calculation example, not a promise or a date for the next payment.
Foreign-currency deposits, joint accounts, interest, inheritance and offsets need their specific rules checked. Certificates of deposit, known as CDAnote 5, may qualify if they meet the legal conditions. [S06]
What should a depositor do today?

A conceptual enquiry about the receiving account and required documents. It does not show an actual payment or reimbursement. AI-generated illustration. Not a documentary photograph of real people or facilities.
Start with the official receiving-bank instructions
BCP's FAQ says ueno's operations were stopped as part of resolution. Do not plan a withdrawal on the assumption that the previous card or account is operating normally. [S06]
Under the announced scheme, a customer with another account in the domestic financial system receives the advance in the account with the highest available balance. For a customer without another account, a savings account will be opened in their name at a bank or finance company. BCP announced email notifications from 5 November. [S04]
ABC Color reported fgdpagos@bcp.gov.py as the address for those notifications. A visible sender can be imitated. Check any message through BCP's and the assigned bank's official channels; do not trust the displayed name or address alone. [S29]
Use the official BCP FGD payments page ↗ for current instructions, including when no email has arrived.
BCP's 5 November announcement says a service to identify the assigned receiving bank will be available from that afternoon, through its official FGD page. We have not verified that the service is already operating or submitted a personal enquiry. An announced service is different from a tested, completed enquiry. [S32]
If the entry point does not open or gives no result, consult the official contact channels on that page. Identifying a receiving bank is not the same as completing a reimbursement application or receiving money. Confirm any additional documents and deadlines through the official channel.
Separate notification from payment
Telefuturo's report at 07:00 on 5 November said notifications had begun. This establishes a reported notification stage, not that every person has received a message or had money credited. We have not obtained an official total for payments actually credited or their aggregate amount. [S31]
| Your situation | Practical next step |
|---|---|
| A notification arrived | Verify the bank, account in your name and balance through its official app, site or branch |
| No notification arrived | Check BCP's current receiving-bank enquiry instructions; use its published contacts if access or results fail |
| The amount is lower than expected | Request the statement showing the advance, offsets and recognised balance |
| You cannot use an app | Ask the assigned bank about in-person identification, required documents and access |
| Your balance exceeds the guarantee | Preserve statements, contracts and CDA documents; ask BCP or the resolution administrator about claim registration and deadlines |
These are general verification steps, not recognition of an individual claim. For large balances, inheritance, corporate or joint accounts, or disputed offsets, a local legal professional can help assess the particular documents.
BCP's FAQ lists 0984 110 734, messages only, for WhatsApp enquiries. Recheck the number on the official page before use. The BCP financial-user assistance page ↗ is another official reference. [S06][S07]
After money is credited
Check identity verification, account activation, actual credit and the available balance in that order. Then use the receiving bank's authorised ATM, branch or transfer service. Notification alone does not mean cash can already be withdrawn.
Daily ATM limits, card requirements, transfer limits and branch documents differ by bank. Contact the bank in advance for a large cash withdrawal. A transfer may be more suitable where the recipient accepts one.
BCP says the advance process should begin within 24 hours and take no more than five business days. This refers to the advance arrangements, not a guarantee that everybody's entire deposit, including amounts above coverage, returns within 24 hours. Confirm the applicable timing and calculation with the authorities. [S04][S05]
Avoid reimbursement scams

Verify messages through official channels. Do not disclose PINs, passwords or authentication codes. AI-generated illustration. Not a documentary photograph of real people or facilities.
Keep balance records, transaction statements, deposit contracts, enquiry dates and reference numbers. Do not pay an intermediary a fee to release a reimbursement, send money to an unknown party, or disclose a PIN, password or one-time code. BCP warns against third-party apps and unverified links. [S06]
BCP also announced the release of payment aliases registered with ueno. An alias is an identifier for routing payments, not money itself. Re-registering an alias elsewhere does not transfer the old balance. Confirm the destination account before using it. [S16]
