Yguazú Digital

What is confirmed—and what is not—about the Paraguay–Taiwan AI data center

Yguazú Digital aims to combine Paraguay’s clean energy with Taiwan’s technological capabilities for AI and advanced computing infrastructure. We organize the public evidence without treating 10 MW, 100 MW and up to 1 GW as equally certain figures.

The main conclusion

It is confirmed that both countries are advancing sovereign computing infrastructure and that the proposed first stage is around 10 MW, subject to feasibility studies and due diligence. The 100 MW figure refers to expansion after a successful pilot; up to 1 GW is a long-term vision.

KEY NUMBERS

Four figures, four degrees of certainty

10 MWFirst stagefeasibility and technical validation
100 MWNext phaseexpansion after a successful pilot
up to 1 GWLong termhyperscale vision

01 · WHAT IS YGUAZÚ DIGITAL?

MITIC presents Yguazú Digital as a binational artificial intelligence data center

In August 2026, MITIC described Yguazú Digital as a binational artificial intelligence data center focused on AI and advanced computing. The approach combines Paraguay’s abundant clean energy with Taiwan’s technological expertise in semiconductors and high-performance computing.

Taiwan’s Ministry of Foreign Affairs had explained in May that the project envisages a Binational Digital Entity with equal participation by both governments, and must first undergo feasibility studies and due diligence before defining a pilot stage of around 10 MW.

02 · WHAT IS CONFIRMED?

10 MW is the first stage; 100 MW and up to 1 GW are later, conditional phases

According to Taiwan’s official communication, a pilot stage of around 10 MW would validate technical, operational and commercial parameters. If successful, a later stage would coordinate private investment and international partners to expand to 100 MW, with a long-term vision of up to 1 GW of hyperscale infrastructure.

The three figures should therefore not be presented as capacity already contracted. PARAGUAY INSIGHT treats 10 MW as a validation phase, 100 MW as expansion following success, and up to 1 GW as a long-term vision.

03 · INVESTMENT MODEL

USD 300–500 million is a market estimate for the first phase, not necessarily a finalized budget

In May, MITIC cited market estimates of USD 30–50 million per MW of computing, putting the 10 MW first phase in the order of USD 300–500 million. The ministry also explained a 50/50 cooperation arrangement: Paraguay would provide energy and physical space, and the Taiwanese counterpart would provide high-performance AI equipment.

That framework should not automatically be turned into a contractual amount or a confirmed proportion of cash contributions. The final financing structure, contracts, equipment procurement and other terms still require verification.

04 · SITE & EXECUTION

The site has been visited, but implementation depends on site-specific conditions

In June, MITIC accompanied an official Taiwanese delegation to the land designated for the future Paraguayan State Data Center, which would also host the first stage of the binational AI data center. The visit included presentations on the site’s characteristics and project progress.

For a data center investment, land is only one part. Energy contracts, transmission and substations, redundancy, fiber routes, latency, cooling, procurement, the operator, talent and cybersecurity remain relevant.

05 · WHAT IS NOT YET CONFIRMED?

Separate the announced vision from contractual terms already finalized

In August 2026, MITIC was still describing the 10 MW data center as a project undergoing technical feasibility study. It is therefore incorrect to read the vision of up to 1 GW as though all that capacity were already approved, contracted or under construction.

PARAGUAY INSIGHT will track five signals: the results of the 10 MW feasibility study, the legal framework for the Binational Digital Entity, electricity and connection conditions, specific fiber and latency data, and decisions on suppliers, operations and talent indicators. These measures help distinguish vision from implementation.
